W opracowaniu przedstawiono i poddano ocenie działalność Funduszu Ochrony Gruntów Rolnych oraz Funduszu Leśnego. Przeprowadzono również analizę ustawodawstwa stanowiącego ramy prawne w zakresie ochrony gruntów rolnych i leśnych w Polsce.

In this article, the author discusses the legal basis for the operations of the Agricultural Land Protection Fund (FOGR) and the Forest Fund (FL). The author's statistical analysis also enables the environmental effects of the Funds' operations to be assessed. FOGR was created mainly on the basis of revenues arising from the exclusion of agricultural land and selected forest areas from production. The revenues obtained, in turn, are spent on: protection, land reclamation, improvement in the quality of arable land, as well as payment of compensation. The FL emerged as a result of a basic write-off, calculated on the value of timber sales, charged against the operating costs of forest inspectorates. It also generates profit from shares in companies, receivables, fines and fees related to the exclusion of forest areas from production as well as from budget subsidies. Its resources are allocated towards redressing the deficits that arise from the implementation of forest management tasks by forestry inspectorates. These funds, due to their character and relatively large disposable resources, play a significant role in the system of financing environmental protection in Poland. (original abstract)
