Abstrakty

Debata na temat przyszłości Unii Europejskiej to konfrontacja różnych wizji politycznego rozwoju UE. Poruszane są fundamentalne kwestie, jak i skuteczność działania Unii oraz podział kompetencji pomiędzy instytucjami wspólnotowymi, państwami i regionami, zmniejszenie "deficytu demokratycznego" w Unii i inne. Opisano różne koncepcje przyszłości Unii Europejskiej.

Politicians in all member states are taking part in the current debate concerning the future of the European Union, the architecture and functioning of the EU after accepting new members. Carefully scrutinised are the propositions of Germany's minister of foreign affairs Joschka Fischer - creation of a European Federation, which is a development of this project prepared for the SPD meeting in October 2001 signed by Chancellor Gerhard Schroeder and propositions prepared by France's President Jacques Chirac and Prime Minister Lionel Jospin. The most important problems, which should be solved during the inter-governmental Conference in 2004 concern dividing competences between the EU, member countries and regions, the status of the Basic Rights Act, simplifying Treaties (concerning liquidation of the "democracy deficit" in the EU) and the role of the countries' parliaments. Solutions to these problems have been proposed both by politicians from member countries (for example Belgium, Denmark, Spain) and also from candidate countries (for example Poland). In December 2001, during the meeting of the European Committee in La-eken the first phase of debate on the development of the EU should be summarised. However, the implications of the terrorist attack on the USA may change the planned course of the debate, which will concentrate on methods of increasing the security of citizens in member countries and will probably lead to greater unity amongst EU countries (threat from an external enemy). This will cause increasing demands from candidate countries which will be obliged to accept new EU legal regulations.(original abstract)
