The article deals with the assessment of the decisions taken at the last European summit in Niece and examines the long term consequences of this conference. The author is of the opinion that deciding the rules for dividing seats in the European Parliament and the European Council can be compared to opening the entry to a tunnel leading to a speedy conclusion of negotiations and accepting new members. The effect of the principles adopted in Niece on decision-making in the EU is another of the author's concerns. He examines the potential effect of enlargement on the relations between individual states in terms of the decision making process, weighing votes, and achieving a majority vote necessary to reach a decision. The author reflects on the possible impact of individual countries, their representation in EU institutions, the proportional vote and presents, 12 possible scenarios of the situation following enlargement. Considerable thought is given to problems which were not resolved in Niece. The author stresses the point that the provisions of the treaties should be simplified, the tasks of Community institutions, national states and regions divided appropriately, the relations between national parliaments and the European parliament defined, the provisions of the Human Rights Charter made legally binding. All these issues are linked to the debate on a European constitution. Aware of the fears this idea instils, the author argues that the more the EU constitution resembles a constitution of a state, the more new instruments will have to be found for shaping political will in the Community, while the traditional instruments will have to be intensified.(original abstract)
