Artykuł porusza problem nowej roli Unii Europejskiej w nowych okolicznościach na scenie międzynarodowej. Unia Europejska powinna się stać naturalną przeciwwagą dla USA jako światowego supermocarstwa. Ze względu na swoja historię i swoje dokonania Unia Europejska jest najbardziej spośród wszystkich podmiotów predystynowana do podejmowania nowego rodzaju działań, kształtujących politykę światową.

Between the Second World War and the beginning of 1990s the bipolar geopolitical system dominated in the world politics. During this long period European nation states functioned in three different systems of counter-balance and cooperation: 1. antagonistic system of balance of alliances and counter-alliances headed by two super-powers: USA and USSR. 2. Western European body of European Communities as an integrative balance system, in which main powers achieved "the balance of imbalance". 3. Euro-Asian and Euro-Atlantic system of cooperation within the framework of Conference for Security and Cooperation in Europe, intended to stabilize modus vivendi in Europe, with a use of certain elements of cooperation. These relatively solid structures have been seriously weakened and/or altered in the period of 1989-1991, due to a number of radical transformations: peaceful revolutions in the countries of Central and Eastern Europe, disintegration of the Soviet Union as a super-power, as well as all alliance structures of the Soviet block. The article tackles the problem of a new role of the European Union under these new international circumstances, which pose entirely new challenges. The EU's role must be much more active and consistent. According to the author, the Union may become a natural counterbalance for the US as the world leading super-power. Especially in the era of globalisation, EU should become a post-national and trans-national body, forming a kind of multi-national - but externally coherent - state, and thus being able to become a truly active actor in the international arena. The author discusses several arguments in favour of such a vision. He stresses that the EU, as the cooperative world power, thanks to its rich history, various experiences and achievements is potentially best prepared for the new kind of challenges in the world politics, known as Global Governance. Naturally, the concept of Europe as a cooperative world power is a postulate, anticipating the result of difficult processes which are now just beginning. This new role for integrated Europe assumes the need for cooperation with the United States, even though spheres of possible tensions between the two key players are also discussed.(original abstract)
