Autor twierdzi, że Szczyt Azji Wschodniej wzbogacił i tak już urozmaicony krajobraz instytucji międzyrządowych, które powstały w regionie po zakończeniu „zimnej wojny". Wywołuje to jego zdaniem wiele pytań: Jaką wartość dodaną może on wnieść do regionalnej współpracy międzynarodowej? Czym różni się od równolegle istniejących instytucji, z którymi łączą go członkostwo, ranga lub profil działalności? Jakie oczekiwania i plany wiążą z nim jego uczestnicy i czy jest możliwe, aby im sprostał? Czy jest on azjatyckim wariantem zachodnich koncepcji interlocking institutions, jak uważają niektórzy komentatorzy, czy raczej, jak sądzą inni, kolejnym zbędnym klubem dyskusyjnym?
