Abstrakty

Przedmiotem artykułu jest istniejąca i zwiększająca się nierównowaga płatnicza, objawiająca się szczególnie wyraźnie w głębokim deficycie bilansu obrotów bieżących Stanów Zjednoczonych oraz w wysokich nadwyżkach szeregu innych krajów. Problem jest skomplikowany, bo nieustannie narastający dług zagraniczny Ameryki nasuwa pytanie o granice możliwości jego narastania i ewentualne tego następstwa dla samych Stanów Zjednoczonych jak i dla reszty świata. Możliwość nagłego załamania się dolara stwarza groźbę ostrej zwyżki stóp procentowych, załamania notowań giełdowych i światowej recesji. W zakresie środków zaradczych, koniecznych dla zapobieżenia możliwemu globalnemu kryzysowi autor opowiada się za podejściem wielotorowym i międzynarodowo koordynowanym. Istotną częścią takiego podejścia byłaby nie tylko rewizja niektórych kierunków polityki gospodarczej wiodących krajów, ale także reforma zasad działania międzynarodowych instytucji finansowych, a zwłaszcza Międzynarodowego Funduszu Walutowego.

The existing and increasing imbalances in international payments are particularly well visible in the current account deficit of the US and the surpluses of a number of other countries. It is a complex problem as the constantly growing foreign debt of the US puts forward a question concerning the limits to its growth as well as its potential implications for the American economy and the rest of the world. A possibility of a sudden fall down of the dollar threatens interest rates, stock exchanges and opens a way toward world wide recession. The author dwells on remedial measures that might stave off a potential global crisis, advocating a multi-pronged strategy - internationally coordinated effort. An important role would be played by modifications of economic policies pursued by the leading countries and the reform of international financial institutions, especially of the International Monetary Fund.
