The Origins of Environmental Policy and Appraisal Methods of Agri-Environment Schemes in Rural Areas in Germany and Great Britain (Incentives for Poland)

Abstrakty

EN

Poland is one of ten countries, which joined the European Union in May 2004. The European Union legislation required adjustments within all economic sectors including agriculture. Since the early nineties significant changes within the Common Agricultural Policy have been made. The matter of great concern has been environment and the effects of agriculture on the environment. Changes in agricultural policy were set to achieve environmentally sound agriculture and ecological achievements. Accordingly, new policy measures including agri-environmental programmers were established. Although, environmental approach has been set, it is crucial to evaluate the benefits and the costs of implemented measures. Despite the existing initial appraisals of the agri-environmental programmers, we do not know enough to assess the results of this indicator. German and British approaches are shown in this paper in order to point out the directions, which can be undertaken by Polish Authorities while tackling this issue. (original abstract)

W Unii Europejskiej efekty oddziaływania na środowisko są obecnie przedmiotem dużego zainteresowania, zwłaszcza w ujęciu wpływu rolnictwa na zasoby naturalne. Wprowadzone na początku lat 90. zmiany we Wspólnej Polityce Rolnej skierowane byly na tworzenie warunków, rozwoju rolnictwa przyjaznego środowisku. W ramach instrumentów wspierających zachowanie i ochronę środowiska naturalnego wdrożono programy rolno-środowiskowe. Wówczas także podjęto próby oceny efektywności ekologiczno-ekonomicznej programów rolno-środowiskowych, dla których jednak nie opracowano wspólnych kryteriów oceny na przestrzeni UE. W artykule przedstawiono różne rozwiązania w zakresie oceny ekologiczno-ekonomicznej w Niemczech oraz Wielkiej Brytanii i na tej podstawie sformułowano wnioski, co do możliwości wykorzystania tych ocen, po implementacji programów rolno-środowiskowych w Polsce.
