Zdaniem autorki, otwierający się także w Polsce rynek użyteczności publicznej, będzie przedmiotem zainteresowania nie tylko rodzimych, ale także zagranicznych przedsiębiorstw, wyspecjalizowanych w budowie i eksploatacji elementów szeroko pojętej infrastruktury gospodarczej. Angażowanie prywatnego kapitału w sektorze usług publicznych przyjmuje najczęściej postać projektów realizowanych wspólnie z władzą publiczną. Atrakcyjność i opłacalność angażowania prywatnych przedsiębiorców w inwestycje w sektorze usług publicznych, można rozpatrywać w kategoriach analizy i podziału ryzyka między stronami przedsięwzięcia.

Isolation and development of the public sector in the economies of many countries in the XlXth and XXth century was the effect of recognizing and describing essential flaws in the functioning of markets that had made difficult the role of the market in price - shaping and allocation. Present globalization processes taking place in world economy as well as the development of technology has rendered the previously mentioned causes of the public sector's emergence marginal. In the last decades there has been an increase of private enterprises' interest in investing in the public services sector, especially as far as communal services and broadly understood infrastructure are concerned. In the years 1990-2000 in the course of privatization 170 billion dollars' worth of public services have been sold throughout the world. Those included water supply, electricity, gas and sewage treatment. The private capital's engagement in the public services sector usually takes the shape of projects implemented in cooperation with public authorities. Attractiveness and profitability of the private entrepreneurs' engagement in investing in public sector can be viewed in terms of analysis and sharing of risk between the parties involved. Such an analysis shows that there exist many possibilities to lower or share the risk, which in turn makes such projects more attractive. The private sector - used to calculating costs and profits, possessing proper logistics mechanisms and a high standard of technical knowledge - is better at handling technical and financial risk. The author notices that the character of risk involved on the side of the private enterprise encourages the activity of big companies which are well established in the field and possess proper research and planning facilities. Because of that they are thought to be more trustworthy by their partners (public authorities or financial institutions). It can be then expected that the public services market opening also in Poland will be a focus of interest for both local and foreign companies specializing in building and maintaining the elements of broadly understood infrastructure.
