Omówiono istotę, przesłanki, założenia i funkcje polityki regionalnej. Przedstawiono historię polityki regionalnej w ramach Wspólnot Europejskich. Wyjaśniono przyczyny dysproporcji regionalnych w UE. Przybliżono zmiany w polityce regionalnej związane ze wschodnim rozszerzeniem Unii Europejskiej.

The author analyses the changes in regional disparities due to the accession of ten new Member States to the European Union on 1 May 2004. In the first part of the article, the author presents the history and main functions of EU regional policy, as well as the causes of existing disparities. The author discusses changes in Agenda 2000, including the decision to reduce by almost 10 percent outlays on EU regional policy and the number of priority goals from seven to three. In the next section of the article, the author focuses on changes in two indicators that reflect regional competitiveness and socio-economic cohesion, i.e., GDP per capita and the unemployment rate. The author estimates that the accession of ten new members to the EU will result in a decrease in average GDP per capita by about 12.5%. In turn, the planned enlargement of the Union to include Romania and Bulgaria will further widen the gap between the richest and poorest countries. Presently, within the EU-25, 25 percent of the population resides in regions in which the GDP per capita is lower than 75 percent of the average GDP per capita in the EU, of which 60 percent is made up of citizens of the new Member States. Additionally, the article presents an analysis of GDP per capita in countries and regions with the most extreme data. With respect to the employment rate, the author shows that for the new EU countries, this rate is 8 percent lower than the average figure for the EU-15 as of 2002. Moreover, the author offers recommendations for cohesion policy during the 2007-2013 period and identifies the main problems about which a heated debate continues. The author advances the thesis that under a properly implemented regional policy, the disparities resulting from the Eastern enlargement of the European Union can be gradually reduced.
