Omówiono instytucjonalne implikacje przystąpienia Polski do UE. Przedstawiono udział Polski w systemie instytucjonalnym Unii Europejskiej. Zaprezentowano propozycje zmian w systemie instytucjonalnym.

To date, the Communities have been enlarged five times. Previous enlargements were, however, less complicated than the one that occurred on 1 May 2004. The present enlargement constitutes an unprecedented challenge to the Union, which results from the fact that countries with large populations have joined the Union (the twelve candidate countries, i.e., the 10 new member states plus Bulgaria and Romania, jointly account for over 105 million people). This, the largest enlargement to date, has made it imperative to implement major changes in the decision-making system and to implement institutional reforms. Institutional reform, however, is a necessary condition for the continued, efficient functioning of the Union in its newly-enlarged configuration. The authors analyse the changes that have occurred in the institutional system of the European Communities due to the 2004 enlargement, the greatest in the history of the European Union. The first section of the article includes a detailed description of the institutional implications of Poland joining the European Union. This accession provides Poland with the opportunity to jointly determine the political, economic and social life of Europe. Poland's representatives in the Council of the European Union, the European Parliament, the European Commission and other institutions will have an influence on decisions that will affect not only Poles but all EU citizens and Member States. The authors discuss Poland's status in the Council of the European Union, the European Parliament and the European Commission. The second part of the article contains an analysis of changes in the institutional system of the European Communities in the Treaty Establishing a Constitution for Europe, with particular emphasis on the issue of qualified majority voting in the Council of the European Union.
