Artykuł podejmuje próbę oceny dotychczasowej działalności polskich lobbystów w instytucjach Unii Europejskiej. W pierwszej części przedstawiono genezę działalności lobbingowej we Wspólnotach Europejskich i próby prawnego uregulowania tej działalności. Omówiono działania lobbystów w poszczególnych instytucjach wspólnotowych.

This article deals with issues related to Polish lobbying activities in the European Union. In the first part of the article, the authors present the origins of lobbying activities in the European Communities - since the creation of the European Coal and Steel Community in 1951 until the mid-1990s. Here, the authors present the most important events that had an impact on the dynamic growth of lobbying in the Communities at that time. The second part of the article describes the attempts to regulate lobbying activities that have been undertaken in the Communities since their inception. The third section of the article addresses lobbying in the most important Community institutions, including: the European Commission, the European Parliament, the Council of the European Union, and the European Court of Justice. The fourth part of the article contains a description of the method for regulating lobbying activities in Member States. This description covers both the legal arena (standards established by a state) and ethical issues (self-regulation by lobbyists). The fifth section of the article presents the attempts to regulate lobbying in Poland, with particular emphasis on the draft lobbying law presented in March 2003 by the Ministry of Internal Affairs and Administration. The sixth part of the article describes interest groups operating in the European Communities. These comprise European interest groups, domestic interest groups, and private sector interest groups. Here, the authors describe each group and provide examples of its lobbying entities. The seventh and final section of the article includes a description of Polish lobbying activities in the European Communities from the beginning of the 1990s until the present day, i.e., Poland's membership in the EU.
