Autorka przedstawiła cztery tryby udostępniania dokumentów Parlamentu Europejskiego, Rady i Komisji. Są to: publikacja "Dziennika Urzędowego Unii Europejskiej", udostępnianie bezpośrednie w formie elektronicznej, udostępnianie na wniosek oraz rejestry dokumentów. Szczegółowo zaprezentowano zakres i zasięg rejestrów, sposób uporządkowania zbioru oraz narzędzia wyszukiwawcze.

Instruments of information established on the basis of the EU regulation on access to documents - information value analysis and assessment Part I. Registers of documents The European Union's Regulation No. 1049/2001 on the access to EU's documents impose obligations upon institutions, bodies and agencies to provide for tools to open up and simplify citizens' access to internal documentary. The Regulation defines four modes of public access to documents: publication in the "Official Journal of the European Union", direct access via Internet, access upon request and creation of registers. The article is based upon research carried out on 13 existing registers of documents. Some institutions have still neglected their obligation to create such a register. Some registers haven't reached beyond an experimental stage yet and no common approach in that respect is in place. The best developed registers are those of the European Commission, the European Parliament and the Council of the European Union. However, even they fail to meet all the needs, their weaknesses consisting mainly in their information-retrieval tools. Summing up, registers of documents have occurred unsatisfactory so far and, worse still, their efficacy is going to decrease even further, in proportion to a number of documents processed.
