Perspektywy integracji systemów emerytalnych w Unii Europejskiej

Abstrakty

Zdaniem autora, dotychczasowe rozwiązanie, czyli koordynacja tradycyjnych systemów emerytalnych w Unii Europejskiej, nie spełnia oczekiwań. Jej celem miało być ułatwienie swobody przepływu pracowników Unii przez zapewnienie im ciągłości zabezpieczenia społecznego nawet w przypadku zmiany miejsca pracy i kraju pobytu. Skomplikowanie zasad panujących w tradycyjnych systemach emerytalnych oraz przewidywane w nich zmiany powodują, że osoby migrujące nie mają pewności co do wysokości przyszłych świadczeń, co może je skłaniać do zaniechania migracji. Autorowi ujednolicenie tradycyjnych, zróżnicowanych systemów emerytalnych nie wydaje się jednak możliwe. Od tego, czy i w jaki sposób w przyszłości zostaną uregulowane kwestie zabezpieczenia społecznego migrujących pracowników, może zależeć jego zdaniem wielkość migracji między krajami Unii.
