Abstrakty

Zadaniem Financial Stability Forum jest promowanie międzynarodowej stabilności finansowej, doskonalenie zasad funkcjonowania rynków finansowych oraz minimalizowanie tendencji rozprzestrzeniania się między krajami szoków finansowych, które przyczynią się do destabilizacji gospodarki światowej. Artykuł omawia wytyczne ułatwiające wprowadzenie efektywnego systemu gwarantowania depozytów lub reformowanie systemu istniejącego.

The importance of banking system's stability and the potential for depositors to suffer loses in case of instability, lead many countries to establish or improve existing deposit insurance system. To meet these needs Financial Stability Forum, which consists of financial authorities, decides to work out some form of international guidance for an effective deposit insurance system. This article discusses the main recommendations of FSF's Report, which implementation allows creating deposit insurance system contributing to stabilise the financial system. It presents issues connected with the scope of deposit insurer's mandate and power, membership in deposit insurance system, the scope and the level of coverage and issues connected with the choice of the method of funding and the way of premium's calculation. It also brings up the problem of developing public awareness of deposit insurance system, which should prevent from financial system's destabilization when the bank failure occurs.(original abstract)
