Abstrakty

Zastosowanie zwrotnych źródeł finansowania przez jednostki samorządu terytorialnego, obciążone jest szeregiem poważnych zagrożeń. I tak na płaszczyźnie mikroekonomicznej najważniejszym jest ryzyko nadmiernego obciążenia długiem poszczególnych wspólnot samorządowych. Na płaszczyźnie makroekonomicznej samorząd terytorialny może mieć istotny udział w generowania długu publicznego, wpływającego negatywnie na stabilność systemu finansowego państwa. Celem autora była prezentacja zastosowanej na Węgrzech procedury upadłościowej wspólnot samorządowych, służącej minimalizacji powyższych zagrożeń.

The subject of this article is Hungarian experience in municipal bankruptcy issues. The author characterizes reasons of excessive debt of some municipalities. Then he presents circumstances that cause creation of municipal bankruptcy law in Hungary. He briefly characterizes Hungarian municipal bankruptcy law. Finally, he presents the efficiency of that law. (original abstract)
