Abstrakty
Autor omawia drogę prowadzącą do wykształcenia koncepcji stosowanego obecnie w praktyce systemu rachunków narodowych oraz porusza problemy: jak dalece rachunki narodowe charakteryzują rzeczywistość, jaki szczebel dezagregacji jest optymalny dla potrzeb analiz i prognoz, wskazuje na potrzebę rozwoju rachunków satelitarnych. Porusza także problemy dotyczące: zakresu działalności traktowanej w rachunkach narodowych jako działalność produkcyjna oraz omawia — definicje produkcji finalnej i spożycia pośredniego; pojęcie „nakłady na przyszły rozwój (NPR)” jako równoległe do tradycyjnie definiowanej akumulacji. Autor porusza też problem jakości produkcji oraz jakości czynników produkcji, które nie są poprawnie szacowane przy obliczaniu rachunków i odnosi się do krytyki PKB nazywając ją „chybioną” (krytyka wskazywała na ułomność miernika, gdyż nie charakteryzuje poprawnie poziomu dobrobytu i jego zmian).
In the first part of the article — National accounts today — the author describes the road to concept of currently applied in practice system of national accounts and raises following issues: to what extend national accounts describe the reality, what level of desegregation is optimal for analysis and forecasts. The author points out the need for satellite accounts development. The second part of the article — National accounts tomorrow — raises the issues regarding the scope of activity treated in national accounts as a productive activity as well as describes definitions affinal output and intermediate consumption and the notion "future development expenditures " as a notion parallel to traditionally defined accumulation. The author also brings up the problem of the quality of production and the quality of factors of production which are not properly estimated for accounts calculation and refers to the criticism of GDP calling it "abortive" (criticism indicated the deficiency of the measure, because it doesn't properly characterise the level of prosperity and its changes).
