Abstrakty

Przedmiotem niniejszego artykuł jest japoński Program Inwestycji i Pożyczek Publicznych (Fiscal Investment and Loan Program – program FILP). W ramach tego programu państwo pożycza środki agencjom oraz przedsiębiorstwom publicznym (agencjom FILP), czasem zaś bezpośrednio finansuje dokonywane przez nie inwestycje infrastrukturalne. Agencje FILP działają w kilku obszarach uznawanych za szczególnie istotne dla polityki społeczno-gospodarczej Cesarstwa Japonii.

The profile of Japanese Fiscal Investment and Loan Program inaugurated in 1953 is the subject of the following study. The author characterizes traditional principles of working of this Programe, he shows problems what came to light in recent years as well as principles of reform of this Programe introduced in April 2001. In the last part of this study challenges for the Fiscal Investment and Loan Program were presented.(original abstract)
