Abstrakty

Przedmiotem rozważań są kierunki reformy Paktu Stabilności i Wzrostu. Autor omawia próby zmiany interpretacji przepisów Paktu. Przybliża Reformę Paktu Stabilności i Wzrostu przeprowadzoną w marcu 2005 roku. Następnie nakreśla teorię antycyklicznej polityki fiskalnej. Na koniec analizuje zagrożenia, jakie mogą wyniknąć z nowych uregulować Paktu, i konsekwencje dla Unii Gospodarczej i Walutowej i nowych krajów członkowskich UE.

During its short history, the Stability and Growth Pact has been submitted to the acute criticism. It derived mainly from the difficulties that some Euro zone countries encountered when they wanted to balance the budget in the medium term perspective. The problems with meeting the Pact requirements caused a strong pressure on the revision of its regulations. The first changes were introduced throughout the European Commission Communicates to the Council and European Parliament in November 2002 and September 2004. The change of interpretation of some Pact provisions proposed then turned out to be insufficient. In March 2005, ageneral revision of the Pact regulations was implemented. The new provisions left two key criteria, i.e. 3% budget deficit and 60% public debt of GNP. Nevertheless, they introduced less strict principles of evaluation of public finances. The reformed Pact inter alia allows Member States to carry out anticyclic fiscal policy, which allows budget deficits exceeding the reference value of 3%. Some serious dangers to both: the present European Union Member States, as well as the candidate countries accompany the proposed by the Pact anticyclic fiscal policy. The Author discusses the danger related to maintaining the public finances in the Euro zone countries in accordance with the principles proposed in the reformed Pact. The first part of the paper describes the attempts at changing the interpretation of the Pact provisions and its reform carried out in March 2005. In the next part the Author refers to the anticyclic fiscal policy theory in order to present the dangers that may result from the new provisions of the Pact and consequences for the Economic and Monetary i Union, and Member States.
