Romania and Bulgaria belong to the Helsinki Group. They signed their association agreements in 1993, while their official applications to join the European Union were made in 1995. The negotiations were begun in 2000 and were finally completed on 14 December 2004. Bulgaria and Romania signed the Accession Treaty in Luxembourg on 25 April 2005. The author describes the adjustment of Bulgaria and Romania to membership in the European Union. Both countries managed to negotiate a significant number of transition periods that are designed to help them fully adjust to the requirements of EU markets. Under the Accession Treaty, both countries will become full members of the European Union on 1 January 2007. However, the so-called security clause may be applied, under which the date of entry to the European Union may be delayed by one year if the required reforms have not been carried out in full. In Romania, reducing the level of state assistance to enterprises is the main problem that needs to be addressed. Reservations in regard to Bulgaria concern, above all, the operation of judicial system, the fight against organised crime, the inefficiency of the civil service, combating corruption, and respect for the rights of ethnic minorities. Bulgaria must also create a network of agencies to effectively administer structural funds and resolve the problem of nuclear reactors, which are the main source of the country's energy.
