Przybliżono zasady i procedury systemu decyzyjnego Unii Europejskiej. Omówiono następujące procedury uchwalania nowych aktów prawnych: procedurę konsultacji, procedurę współpracy, procedurę zgody i procedurę współdecydowania.

The decision-making system in the European Union is based on the responsibilities accorded to EU institutions, on the basis of which various legal acts are issued. At the European Union level, the following institutions are above all involved in the process: the European Commission, the European Parliament, and the European Council. The principles and procedures of the decision-making system in the European Union are defined in treaties that establish primary law. The most important provisions and changes to the decision-making system were introduced by the Amsterdam Treaty, which established the first procedure with the participation of Parliament - the procedure of cooperation. Criticisms of the EU concerning ineffectiveness and the subversion of democratic legitimation of decision-making procedures were meant to be answered by the introduction in the Treaty on European Union of a new joint decision-making procedure. However, the adopted solutions were not as robust as had been hoped. Consequently, the Amsterdam Treaty was modified. Bearing in mind the areas of responsibility of the various EU institutions, the authors describe the principles behind the most important procedures for enacting legislation in the European Union: the joint decision-making procedure, the cooperation procedure, the consultation procedure, and the consent procedure.
