The subject of this paper (and at the same time doctoral thesis) is the European Union's eastern dimension, defined as EU policy towards the region directly beyond its frontier as of May 1, 2004. The region in question embraces Russia, Ukraine, Belarus and Moldova. The eastern dimension is considered to be the new aspect of the Common Foreign and Security Policy, and an integral part of the European Neighborhood Policy. The thesis aims at revealing the specific traits of EU policy towards Eastern Europe, as well as interpreting the concept "eastern dimension" by analyzing the essence, scope and planes of the concept. The keynote of this doctoral thesis is treating the eastern dimension as a form of adapting the Common Foreign and Security Policy to the uniqueness of Eastern Europe. The goal and sense of this policy is building stability and growth in the areas which border on the European Union. It is also avoiding situations whereby the border with the EU would become the border of a civilizational gap. The following theories have been used in the thesis to explain European integration in the context of the CFSP: Andrew Moravcsik's concept of liberal intergovernmentalism in the sense of an institutional approach, neo-functionalism, the deductive approach, Schmitter's formula of externalization, and bilateralism which states that the eastern dimension is the effect of bilateral ties between member states and the states of Eastern Europe.
