W pierwszej części artykułu analizowane są kwestie związane z przyszłym uczestnictwem Polski w systemie ERM2. Przedstawiona jest w niej analiza czynników, który spowodowały wyraźne zmniejszenie się zmienności kursu złotego oraz analiza uwarunkowań polityki pieniężnej w okresie, gdy złoty będzie stabilizowany wewnątrz pasma ERM2. Druga część referatu poddaje analizie czynniki ryzyka związane z uczestnictwem Polski w strefie euro. Podstawowe ryzyko wynika z możliwości wywierania przez politykę pieniężną EBC procyklicznego wpływu na polską gospodarkę, co stało się udziałem kilku krajów strefy euro. Autor stawia pytanie, jak zapewnić wysoką stopę wzrostu wydajności, by uchronić polską gospodarkę przed ryzykiem utraty wydajności i związanym z tym ryzykiem wejścia w okres trwale niskiego wzrostu, jak stało się to w przypadku Portugalii i Włoch. Wysoka stopa wzrostu wydajności jest obecnie efektem zachodzącego w polskiej gospodarce procesu realnej konwergencji. Potrzebne są jednak reformy strukturalne, które podtrzymywałyby wysokie tempo wzrostu wydajności w długim okresie. Wnioskowa część artykułu zwraca uwagę na reformy strukturalne, które przyniosły sukcesy gospodarcze Finlandii i Szwecji. Sformułowany jest w niej także postulat utworzenia w Polsce Rady Polityki Fiskalnej. (abstrakt oryginalny)

Two issues related to Poland's entry into ERM2 are analyzed in the first part of the article: 1) the factors behind zloty moderation after Poland joined the EU, and 2) how the Central Bank of Poland should conduct its monetary policy to stabilize the zloty within the ERM2 band. In the second part the main risks related to Poland's entry into euro zone are analyzed. The main risk is seen in the potentially procyclical influence of ECB monetary policy on Polish economy. A question is posed how to secure the high rate of productivity growth which would shield Poland's economy against the risk of loosing competitive edge and entering a period of protracted slow growth. Poland, thanks to the process of real convergence, enjoys a relatively high rate of productivity increase. It is necessary, however, to implement structural reforms in order to secure productivity growth in longer perspective. The final part of the article emphasizes that the main sources of Finnish and Swedish economic successes were the structural reforms. A proposal to establish Fiscal Policy Council in Poland concludes the article. (original abstract)
