Bariery innowacji i absorpcji technologii w świetle nowej ekonomii rozwoju

Abstrakty
W artykule omówiono bariery w dyfuzji technologii i działalności prorozwojowej. Zdaniem autora mogą one tłumaczyć ogromne różnice dochodów między krajami rozwiniętymi a biednymi. Z przedstawionych rozważań wynika, że główną rolę we wzroście gospodarczym odgrywa wysoka jakość infrastruktury instytucjonalnej. Jako jej defekt uwypuklono niepełne poszanowanie praw własności, trudności z egzekwowaniem kontraktów oraz bariery związane z niedoskonale działającym rynkiem finansowym. Autor uznaje jednak z pewnym przybliżeniem, że większość pozostałych omawianych przypadków barier w postępie technicznym ma (mniej lub bardziej) swoje praźródło w niedoskonałych instytucjach. Autor twierdzi również, że problem nieodpowiedniości technologii mógłby być przynajmniej częściowo zredukowany, gdyby w krajach słabiej rozwiniętych istniało poszanowanie praw patentowych lub praw własności.
