Reconsidering the role of Government in the process of building Spatial Data Infrastructure

Based on the experience of project the following paper analyses barriers appearing in the process of building Spatial Data Infrastructure (SDI). Firstly, the role of local government in building institutional infrastructure is presented. After that, the context of the process with spatial focus on the publicly formulating barriers and obstacles is reviewed. Furthermore, assumptions for the project which will create SDI for dissemination of tourism data in technologically neutral and semantic oriented form are formulated. The formulation of requirements was made with help of our "risk driven approach", where the focus on the risk is moved from the implementation phase of the project to the earliest phase-the formulation of the requirements. W oparciu o doświadczenia z projektu w artykule przedstawiono bariery napotykane w procesie budowy infrastruktury danych przestrzennych (Spatial Data Infrastructure - SDI). Opisano rolę samorządów terytorialnych w tworzeniu infrastruktury informacyjnej. Sformułowano założenia do projektu, który będzie tworzyć SDI dla rozpowszechniania danych dotyczących turystyki.
