Podjęto próbę odpowiedzi na pytania: czego dowodzi teoria wzrostu i co wynika z analizy struktury kapitału ludzkiego. Podniesiono również temat akcesji do Unii Europejskiej w odniesieniu do ekspansji gospodarki opartej na wiedzy. Przedstawiono wnioski dotyczące strategii gospodarczej.

The paper focuses on the conclusions of the new growth theory with respect to the role played by the human capital in the economic convergence process. In this connection, a number of paradoxes may be indicated in the development of Poland's human resources, which are determined by the following factors: 1) focus on HR rapid development to the detriment of quality, and without giving consideration to adjusting the available potential to the needs of a knowledge-based economy; 2) a considerable decrease in the number of skilled labour due to economic migration; 3) depreciation of the human capital resulting from high unemployment rates among university graduates. The author recommends focusing economic policies on removing the barriers which hinder the effective use of knowledge; it may be done through identifying the barriers which prevent transforming knowledge into productivity as well as implementing new instruments and mechanisms for removing such barriers.
