Abstrakty

Artykuł jest próbą wyjaśnienia teoretycznych podstaw działań UE w dziedzinie rozwoju i ma na celu dokonanie analizy strategii rozwoju wykorzystywanych przez UE, szczególnie w zakresie rozwoju obszarów wiejskich i wyżywienia. Zwrócono uwagę na polityczne cele i priorytety oraz procedury i instrumenty współpracy w zakresie rozwoju. Część artykułu poświęcono problemom i przeszkodom na jakie napotyka polityka europejska w zakresie rozwoju i pomocy humanitarnej oraz praktyka jej realizacji.

This paper is devoted to the European Development Policy, in other words the European Union's policy designed to support poor and less developed states in their effort to limit and ultimately abolish poverty on their territory. In Poland, this is a relatively little known area of EU's activity, one becoming increasingly relevant in the context of growing global campaigns for aiding developing countries, and the reorientation of European Union's approach in helping poor countries. The author attempts to explain the theoretical underpinnings of EU's activities in the area of development. One of her major goals is to inform the reader about the key premises and instruments of this policy since 2000. The author does so by quoting the example of the policy's implementation in the area of food aid and the development of rural areas, as well as its critical assessment in the context of other European policies and the operation of other organizations and institutions in this field.
