Abstrakty

Przedstawiono podstawy prawne programowania rozwoju regionalnego. Omówiono ważniejsze ustawy dotyczące możliwości finansowania rozwoju regionalnego i ważniejsze akty wykonawcze do omawianych ustaw. Określono priorytety w obszarze programowania regionalnego UE. Przedstawiono uwagi dotyczące prawnych i finansowych aspektów programowania rozwoju regionalnego.

This article deals with the legal and financial aspects of regional development programming. The first section presents the constitutional and legal regulations that govern the systemic position of the main regional development programming institution, i.e., regional self-government. This section also describes the competencies of regional self--government and the main mechanisms by which it operates. In the next section, the author describes the mechanisms used to finance activities undertaken out by the regional local government community under the voivodship development strategy. Particular emphasis is placed on the major legislation and corresponding executive regulations that govern the financing of development activities in voivodships. The author also presents drafts of the most important legislation regulating the activities of voivodship local government in this respect. The article also reviews the evolution of the European cohesion policy, stressing the changes that have occurred in the priorities of the European Union's regional programming.(original abstract)
