Difficulties in planning of material purchasing in a road company

Abstrakty
Głównym celem tego artykułu jest przedstawianie podstawowych trudności, które mogą występować w firmach drogowych podczas zakupu niezbędnych materiałów. Zdaniem autora są one spowodowane głównie przez: opóźnienia w ogłaszaniu przetargów, szkodliwe skutki procedur odwoławczych, jakość projektów drogowych oraz uwarunkowania pogodowe.
The main aim of the article is presenting basic difficulties which may occur in a road company when buying necessary materials. From the point of view of a road company the difficulties are to some extent objective. According to the author they are caused mainly by serious weakness of the public order sector as a whole. The problem was presented on an example of mineral asphalt mix which is the basic material used by a road company. As a rule investors organize public tenders regarding road building very late and that is why commissariats (=supply departments) of road companies cannot order necessary materials on time. In addition appeals which are instated according to the law of public procurements extend the procedure of a contractor's choice. During execution of the contract serious mistakes in projects prepared by investors lead to additional difficulties in managing. Because of the mistakes the company has often too much some materials and not enough others. Only weather conditions are an objective factor impeding proper performing of a supply department in the road company.(original abstract)
