Abstrakty

Artykuł koncentruje się na analizie stanu zaawansowania instytucjonalizacji stosunków wzajemnych między państwami ASEAN (ASEAN+3) i wpływie pogłębiania integracji regionalnej na ewolucję stosunków z UE. Problemem najważniejszym w tym kontekście wydaje się pytanie o to, czy region azjatycki zintegrowany w ramach ASEAN-u jest zdolny i skłonny wprowadzić własną walutę, czy większe preferencje może tu mieć wspólna waluta trzecia? W opracowaniu analizuje się stan wzajemnych powiązań państw ASEAN (ASEAN+3) oraz powiązań państw ASEAN (ASEAN+3) z UE oraz warunki decydujące o możliwości utworzenia jednolitego rynku wewnętrznego między UE oraz ASEAN (ASEAN+3). The article shows that the EU plays an important role in the region of South and East Asia what can be seen in its role in stimulating liberalization of trade as well as of capital flows. Liberalization within the WTO can be considered here as a preliminary stage which leads to deepening of regional integration and should be followed by liberalization with states outside the region. Three main markets play an important role here, those are: the EU, US and Japan. All three are major exporters of capital and technologies to the region. Mutual trade is asymmetric what makes the economies in the region sensitive to conditions on which they can export to those markets. This fact does not imply that liberalization of economic relations with economies from the region is easy and quick. Nevertheless, the cobweb of institutional arrangements which liberalizes trade in the region creates joint structures not mutually excluding ones what means that all breaks in negotiations are temporary and partners return to the negotiating tables sooner or later. Liberalization in the region is part of a wider process which embraces gradually the whole world economy. The paper tries to show that the process leads to creation of single world currency. Accessing economies make their move voluntarily when they are ready for it. (original abstract)
