Abstrakty

W zakresie bezpieczeństwa regionalnego obserwuje się odejście od ściśle militarnego rozumienia tego zagadnienia. Wobec „nowych" zagrożeń dla bezpieczeństwa oraz poszerzania i pogłębiania samego terminu na znaczeniu zyskały projekty szerszej współpracy, dopuszczające nowe zagadnienia, w tym społeczne, kulturalne i ekonomiczne. Jest charakterystyczne, iż państwa, nie mogąc skutecznie przeciwdziałać problemom globalnym, są bardziej skłonne do współdziałania na poziomie regionalnym. To dlatego kwestie szeroko rozumianego bezpieczeństwa należą do czynników zachęcających państwa do współpracy. Należy tutaj jednak zauważyć, iż jeśli w Europie mamy do czynienia z pogłębioną integracją państw, sprzyjającą zmianom w podejściu do tradycyjnego rozumienia suwerenności, to w Azji Południowo-Wschodniej regionalna współpraca ma za zadanie przede wszystkim wzmocnić struktury państwa i służyć stabilności reżimów politycznych. This paper aims to examine the issue of changing security environment and the possible explanation of the phenomenon of security regionalism in Southeast Asia evolving around ASEAN (Association of Southeast Asian Nations). In 2003 the leaders of ASEAN announced its intention to create by 2020 an ASEAN Community. However, the status of the organization as a security community is challenged, and we are witnesses of the longstanding debates among the scholars interested in the Southeast Asian affairs. In fact, it seems that ASEAN was closer to creation of security community before the enlargement in the 90s. We can ask the questions: does there exist a real possibility to transform ASEAN and Southeast Asia into security community? Is the contested regional identity enough without the involvement of regional civil society? One is sure, the currently dominant patterns of co-operation in ASEAN are under strong pressure from in- and outside the region. (original abstract)
