Abstrakty

Dobrowolna współpraca samorządów stanowi jedno z możliwych rozwiązań problemów wynikających z fragmentacji obszarów metropolitalnych, rozwiązanie często popierane z uwagi na jego elastyczność i brak ingerencji w podział administracyjny. Artykuł przedstawia wady tego rozwiązania, odnosząc je do polskich inicjatyw podejmowanych w warunkach braku regulacji prawnych dla obszarów metropolitalnych. Przeprowadzone badania empiryczne pozwalają wnioskować o niskiej skuteczności dobrowolnych przedsięwzięć. Zidentyfikowane uwarunkowania potwierdzają siłę ograniczeń przytaczanych w literaturze. Voluntary cooperation between self-governments is one of the possible solutions to the problems arising from the fragmentation of metropolitan areas, 3 solution which is frequently supported because of its flexibility and lack of interference in the administrative division. The article presents the defects of this solution, applying them to Polish initiatives taken in conditions of a lack of legal regulations for metropolitan areas. The empirical research conducted enables the conclusion to be drawn that voluntary projects have a low level of effectiveness. The conditions identified confirm the strength of the limitations referred to in the literature. (original abstract)
