Abstrakty

Celem artykułu jest zbadanie zjawiska lokalnych kryzysów finansowych. Zaprezentowano w nim definicję pojęcia kryzysu finansowego jednostki samorządu terytorialnego w ujęciu nauki finansów publicznych, omówiono przyczyny kryzysów oraz wskazano implikacje lokalnych kryzysów finansowych dla państwa, w tym określono powody, dla których państwo jest zainteresowane dobrą kondycją finansowa JST. Dla przedstawienia sygnalizowanych zagadnień odwołano się do koncepcji teoretycznych oraz do wyników badań prowadzonych w krajach europejskich i Stanach Zjednoczonych. Zamieszczono również spostrzeżenia dotyczące funkcjonowania jednostek samorządowych w Polsce. (abstrakt oryginalny)

The objective of the article is to analyse the phenomena of local financial crises. It defines the notion of a territorial self-government financial crisis in terms of the science of public finance, discusses the reasons for crises and presents the implications of local financial crises for the state, including the reasons why the state is interested in the good financial standing of self-government units. Reference has been made to theoretical concepts and the results of studies conducted in European countries and the United States in order to present the issues mentioned. Observations have also been included on the functioning of local government in Poland. (original abstract)
