Abstrakty

Przedmiot artykułu dotyczy pytania o kierunek i przesłanki zmian strukturalnych w sektorze elektroenergetycznym i skutków, jakie stąd wynikają dla regulacji prokonkurencyjnej. Punktem wyjścia jest geneza modelu pionowej dezintegracji tego sektora, który w pierwszym okresie reform rynkowych stanowił niekwestionowaną szerzej podstawę do prowadzenia strukturalnej regulacji prokonkurencyjnej. W dalszej części wskazano na szereg zdarzeń ze sfery realnej, pogłębiającą się wiedzę na temat funkcjonowania konkurencyjnych rynków w tym sektorze oraz coraz wyraźniej zarysowującą się zmianę priorytetów w polityce energetycznej, które w sumie składają się na wyraźną zmianę podejścia do kwestii integracji pionowej. Kryje się za nią formowanie nowego paradygmatu rynkowego w sektorze energetycznym, opartego na pragmatycznej regulacji i niedoskonałej konkurencji. (abstrakt oryginalny)

The article focuses on the evolution of the electricity sector structure and its implications for the regulation for competition. It starts with the analysis of justification for the model of the sector structure based on radical vertical disintegration that was accepted as a basis for implementing the regulation for competition in the initial phase of the electricity market liberalization. What follows is an identification of a number of factors that impacted on the change of the approach towards the issue of vertical integration in the electricity sector. Among them, the growing knowledge on the way how electricity competitive markets operate and the changing structure of energy policy priorities seem to be the most important. As a result, a new paradigm has been emerging, characterized by pragmatic regulation of imperfect competition. (original abstract)
