Przedstawiono diagnozę innowacyjności kraju i sektora małych i średnich przedsiębiorstw. Omówiono czynniki wpływające na innowacyjność sektora MŚP. Określono pomoc publiczną dla MŚP w Unii Europejskiej i w Polsce.

Innovation in the modern economy is becoming one of the key success factors of companies; however, it requires appropriate financial outlay. The experience of governments in developed countries indicates that using small and medium-sized carriers of innovation is significantly more effective than using large ones - it is only necessary to ensure that they have an appropriately developed infrastructure. Thus, it is necessary to build an appropriate system to support the innovative activities of small and medium-sized companies. The supply of innovation is relatively easy to analyse and understand; however, studying the demand for innovation is a much more difficult task. Regional Innovation Strategies are attempting to tackle the problem of harmonizing supply and demand. These are created independently for each region, taking into account the specific character of the given region. In spite of these differences in realising regional goals, certain tasks can be identified in the Strategies that lead to the creation of a homogenous innovation environment.(original abstract)
