Niniejszy artykuł jest krótkim przeglądem najważniejszych wyników uzyskanych w literaturze przedmiotu, dotyczących związku między akumulacją kapitału publicznego a tempem wzrostu kapitału publicznego i produktywnością. Jest to zagadnienie szczególnie istotne w Polsce w chwili obecnej, gdy Polska ma możliwość znaczącego przyspieszenia akumulacji kapitału publicznego dzięki środkom z funduszy strukturalnych Unii Europejskiej. Dyskusja, jaka toczy się w literaturze na ten temat, nie jest jednoznacznie rozstrzygnięta, a tzw. hipoteza kapitału publicznego ciągle wzbudza bądź entuzjazm, bądź sceptycyzm wśród badaczy. Poniżej zostały omówione hipoteza kapitału publicznego - jej geneza i istota, definicja i pomiar kapitału publicznego, niektóre aspekty kapitału publicznego w modelach wzrostu, metody badań empirycznych nad wspomnianą hipotezą oraz ich wyniki. Artykuł kończy ocena metodologii oraz wyników empirycznych dotychczasowych badań. (fragment artykułu)

In this article a critical overview of empirical research concerning the impact of public capital, in the European literature more often referred to as infrastructure, on economic growth has been carried out. As early as at the end of the 80-ies of the twentieth century it was noticed that the decline of public capital accumulation rate may have an unfavourable impact on the economic growth rate. Despite huge research optimism, the public capital hypothesis still arouses controversies and has not been resolved unequivocally. For over 20 years of research new, related both to theoretical background as well as tools used in empirical research, aspects of the aforementioned hypothesis have been appearing. In the overwhelming majority of research, which remained in the neoclassical trend, a number of essential aspects, among others related to the cyclicality of economic phenomena, have unfortunately been omitted. Moreover, just as often the conclusions drawn by researchers have been based on econometric tools, which sometimes could have been improperly chosen. (original abstract)
