Zaprezentowano partnerstwo publiczno-prywatne i jego rozwój, który związany jest z tym, iż państwo wycofuje się z finansowania określonych przedsięwzięć infrastrukturalnych , takich jak lotniska, drogi, mosty itp., a skupia się na kreowaniu nowych szans i możliwości przez tworzenie korzystnych warunków działania dla inwestorów prywatnych. Omówiono również zastosowanie formuły, promocje, rodzaje umów i przyszłość partnerstwa publiczno-prywatnego.

There is no precise definition of public private partnership (PPP) in European Union law, although many economic ventures have been undertaken in cooperation by public and private body. Learning form American economist, one can say, that partnership usually means cooperative initiatives of public and private sector, sector focused on profit and non--profit sector, public administration, business and civil sector. Each of participants brings proper resources and is engaged in decision process. PPP is an agreement between public and private partners, which is signed for the purpose of reconstruction, design, operation, supervision and/or management of all or parts of facility or systems, for the completion of public objective. It is worth underlining that, private partner expects satisfaction revenues, but public expect high quality service. There was expansion of PPP in nineties in Great Britain, Netherlands, France. New types of PPP in respect to organization, financing and transfer of facility after the contract expiration were developed since then. In most cases PPP is applied in transportation, medical care, defense and education. There has been permanent underinvestment of public sector service, especially of infrastructure to supply the service, in Poland for many years. It is not possible to formulate optimistic forecast to decrease the problem of underinvestment in current situation of state finance even in the long time. Therefore, it is assumed that extensive employment of PPP is one of the most sensible solution that would enable financing of the development of Polish administrative units. (original abstract)
