Abstrakty

Przedstawiono tendencje w zakresie finansowania szkolnictwa wyższego na świecie. Zwrócono uwagę na zastosowanie mierników wyników działalności (PI) w mechanizmach alokacji środków publicznych między instytucjami. Przybliżono pojęcie mierników wyników działalności.Przedstawiono elementy organizacyjne, do których można je zastosować oraz podział mierników według głównych funkcji spełnianych przez uczelnie: dydaktykę i badania naukowe.

In recent years, significant changes in the area of financing higher education - caused by insufficient public expenditure on the continually expanding system of higher education -have been observed. This has made it necessary to supplement these deficiencies from private sources, and also to make modifications as regards the allocation of public funds among institutions of higher education. Emphasising the need for effective use of resources by institutions of higher education, efforts are being made to introduce market mechanisms into the field of higher education financing. One method is to link financing with the performance indicators achieved by institutions of higher education. The author describes the concept of performance indicators, presents the organizational elements to which they can be applied, and divides the indicators according to the two fundamental functions performed by institutions of higher education: teaching and research. She draws attention to the problems involved in developing and selecting indicators to be used in the creation of a funding formula.(original abstract)
