Zaprezentowano główne rysy procesów liberalizacji finansowej (deregulacja) i powtórnej regulacji (reregulacja), jakie w szczególny sposób objęły systemy bankowe. Przedstawiono główne obszary deregulacji systemów bankowych oraz zasięg terytorialny liberalizacji finansowej.

Legal transformations, termed liberalization or financial deregulation, are one of the main features of the evolution that has been going on in the financial world in recent decades. Liberalisation always starts with decisions taken by politicians in particular countries. However, the range and speed of liberalization also depends on regional and global agreements. Financial liberalization is a multi-aspect process. Deregulation entails a series of further changes, the outcome of which is either acceptance of the increasing freedom of financial institutions to set the terms of the products they offer and profile areas of activity, or further regulation, especially in the area of precautionary norms and information standards. Financial liberalization understood in this way is not yet a completed process.(original abstract)
