Przedstawiono regulacje prawne oraz procedury i limity związane z długiem lokalnym. Omówiono rozwiązania stosowane w krajach „starej piętnastki” prezentując doświadczenia praktyczne tych krajów. Analizie poddano również kraje Europy Wschodniej, które wstąpiły do UE w 2004 r.

The issue of local government debt has increased in significance in recent years. This is, above all, due to the fact that the size of local government dept impacts on the size of national debt. In past years, most Western European countries have tried to fulfil the Maastricht convergence criteria, and hence have been forced to limit the level of debt. Central and East European countries still have to face the problem of reducing public debt if they wish to enter the euro zone. This article is devoted to the issue of local debt in selected European Union countries. In the first part, the author presents the legal regulations, procedures and debt limits that are binding in the original “EU-15”. Her analysis of the experiences of particular countries is preceded by a theoretical discussion of the circumstances under which local governments get into debt. The author divides the motives for incurring debt by local authorities according to the purpose for which the resources are designated, i.e., financing current shortfalls or investment. The first part of the analysis concludes with a breakdown of the level of local debt. The second part of the article is devoted to four of the ten countries that joined the European Union in 2004. The author describes the experiences of Hungary, the Czech Republic, Slovakia and Estonia. The article finishes with a summary of the differences between particular countries and a comparison of the level of local debt in the discussed countries.(original abstract)
