The aim of strategic management of human resources is to indicate ways of using human resources in order to achieve an organisation’s goals. Human resources strategies are linked with the following issues: helping an organisation to acquire and retain the staff it needs; providing training, development and motivation for employees and also appropriate pay; taking steps to create and maintain appropriate relations between people and forging individual behaviour that corresponds to the aims of the organisation; the optimal use of human resources in the process of work; and maintaining a high level of professional, physical and mental well being among staff over the long term. Human resources strategies should also take into account the obligations of the organisation towards its employees, i.e., ensuring appropriate working conditions. In the article, the author discusses fundamental concepts linked with developing human resources strategies within organisations, with particular focus on non-commercial entities- local authority offices. He presents the results of studies on the structure and implementation of human resources strategies in local authority offices in the Małopolska region.(original abstract)
