Abstrakty
Opracowanie ukazuje przemiany wsi i rolnictwa w południowo-wschodniej Polsce, dokonujące się w latach dziewięćdziesiątych w wyniku transformacji ustrojowej i gospodarczej kraju. Obszarem badań były Bieszczady i Beskid Niski z rozwiniętą dawniej gospodarką pegeerowską, dziś dotknięte uciążliwym bezrobociem.
After the fall of the State-owned farms (PGR) in the eve of the 90s in the mountains of Beskid Niski and Bieszczady, within the boundaries of the Krosno voivodeship, nearly 80% of their land were fallows. Even in 1997 it was easy to find the former PGR fields, covered with high weeds. The land prices in this region were rather low. New owners, who bought the ex-PRG land - slowly recultivate it. The soils are poor - usually of 5th or 6th class (in the 6-grade classification used in Poland). The poorest land can be released from the taxation. The new owners live often in the other parts of Poland, thus for them the land is only a form of capital location. They pay for the possessing the land - but do not cultivate it, hoping, that in the future they will sell it, deriving the considerable profit. Thus there are more and more and more weeds on these fallows, and the forest plants succession is observed, i.e. that of Alnus incana. The proper agricultural land use is scarce in the discussed region. But some new owners reintroduced crops, mowing of meadows or grazing on the pastures. In some new houses several rooms are used for the agrotouristic purposes. If there are horses in such the farm, the agrotourist offer is more attractive. The deepening crisis in the agriculture in Poland concern considerably farmers living only on agriculture. In the highly developed countries the mountain agriculture is backed by public subventions according to respective laws. Thus the mountain depopulation is awarded. In Poland the mountain agriculture is not protected. Therefore the more and more urgent is the problem of new income sources for local population, for the time being -mainly agricultural. The author means the polyfunctional village concept. According to it, in the villages within the mountains of Beskid Niski and Bieszczady the work in agriculture should be combined with those in tourism and traditional craft. But such the vision must be accepted by the local population. The inhabitants, knowing their countryside, their qualification and skills, should decide themselves which profession will give them the additional, non-agricultural income. (original abstract)
