The budget system of the United States Government provides the means for the President and the Congress to decide how much money to spend, what to spend it on, and how to raise the money they have decided to spend. A budget procedure is a way of acting in the process of creating and the realization of budget. Legal rules which public bodies are applying are describing it. The budget procedure includes working out the draft of budget, passing, making and its control. The decisions made in the budget process affect the nation as a whole, State and local governments, and individual Americans. Many budget decisions have worldwide significance. The aim of the article is to present the budget procedure in a federal state on the example of the United States of America, determining whether this process is long and complicated, the reading what steps were taken in order to strengthen the budgetary discipline and general comparing it with the budget procedure in Poland.(original abstract)
