Abstrakty

Celem niniejszego artykułu jest analiza zmian poziomu i struktury zatrudnienia w polskiej gospodarce na tle zachodzących w niej przemian w zakresie struktury wytwarzania oraz modernizacji aparatu wytwórczego i asortymentu. Autorzy dążą do uprawdopodobnienia hipotezy, że z punktu widzenia potrzeb rynku pracy restrukturyzacja gospodarki Polski po 1989 r. nie przebiegała w sposób optymalny, przyczyniając się do wysokiego poziomu bezrobocia oraz marnotrawstwa kapitału ludzkiego. Dążąc do uzasadnienia tego poglądu, autorzy porównują tendencje w zakresie aktywności ekonomicznej ludności i struktury tworzenia produktu społecznego w Polsce oraz innych krajach Unii Europejskiej i Stanach Zjednoczonych. The aim of this article is to analyse changes in the level and structure of employment in the Polish economy against the background of changes in the structure of production and modernisation of the product range and production infrastructure. The authors attempt to prove the hypothesis that, from the point of view of labour market needs, the restructuring of the Polish economy after 1989 was not optimal and contributed to permanently high levels of unemployment. To this end, the authors compare trends in regard to the economic activity of the population and the structure of creating social product in Poland, other European Union countries, and the United States, on the basis of statistical data from the Central Office of Statistics, Eurostat and the OECD. The conducted analysis shows that the restructuring of the Polish economy did not take place harmoniously: the process of reducing the share of obsolete branches of the economy was more rapid than the development of branches based on modern technologies. The effect of this was not only falling employment in industry, but also an increase in the import-intensity of the economy, leading to a rise in unemployment. The main requirement for overcoming these trends seems to be the development of the R&D sphere, particularly in the private sector. This would catalyse the expansion of high-tech industries and would enable the human capital potential of the Polish economy to be used. (original abstract)
