Abstrakty

Celem niniejszego artykułu jest próba oceny przychodów z prywatyzacji ze względu na krótkookresową sytuację budżetu państwa oraz długofalową stabilizację sektora finansów publicznych. Chodzi przede wszystkim o szacowanie różnicy pomiędzy rzeczywistym deficytem budżetowym i długiem Skarbu Państwa a hipotetycznym kształtowaniem się tych wielkości w wypadku braku przychodów z prywatyzacji. In this article, the author attempts to analyse the links between, on the one hand, the privatisation of public enterprises and, on the other, the budget deficit and public debt. In the opening section, the author presents the possible ways of using revenue from privatisation to balance public finances. Only then does he analyse privatisation revenues in Poland against the background of the extent and structure of budgetary redistribution, the size of the public debt, and the cost of servicing that debt. In particular, he stresses the role of privatisation revenues in financing the so-called transformation deficit, which was the effect of the systemic reforms carried out in Poland. As the analysis shows, these revenues played an important role in stabilising the public finance sector, particularly during periods of slow growth. Thus, they made it possible to conduct essential welfare policy, which offered social protection against the costs of the transformation. (original abstract)
