Abstrakty

Omówiono prawne ramy budżetu jednostki samorządu terytorialnego. Przedstawiono analizę stanu i możliwości zastosowania nowoczesnych metod planowania (metoda historyczna, metody planowania budżetowego, metody mieszane) i budżetowania w tym sektorze.

Changes in the surroundings of territorial government units, changes in expectations of a local society as well as on the regional level cause uselessness of classical management and budgeting methods and also ineffectiveness of a decision process. Especially, this is very essential in case of involving public finance in long-term ventures, first of all these ventures, where they are born investment expenditures. If in a public sector, in which a competition problem and a necessity of sudden adapting to economy surroundings is marginal, exist a need of development methods of programming development with using modern planning methods. Thinness of financial means and with constant increase of expectations and demand on public services it requires implement methods of making decisions connected with the allocation of public finance. Moreover, the estimation of rationality spending public finance is done very often from the point of view longer periods than one year. The purpose of this article is analysis state and possibilities of using modern planning and budgeting methods in self-governmental sector. (original abstract)
