Abstrakty

Przedstawiono wyniki badań struktur organizacyjnych w urzędach gmin. Badania przeprowadzono w celu udowodnienia, że funkcjonowanie urzędu oparte jest na nadmiarze przepisów, centralizacji decyzji i alienacji komórek organizacyjnych.

The article presents the results of questionnaries of development of the organization structure in self-government. Based on empirical research, the autor attempts to prove the theory that traditionally local administrations of commune council are bureaucratic organizations and have organized work into an assembly line of specjalized tasks. The author tries to diagnose specific features of the organizaction such as: centralization, formalisation, hierarchy and specialization. The research brings evidence that the local government organistions are directed to enlarge number of departments, levels of management and employment, in which there is still traditional (autocratic) style of control. The author indicate the need to make organisational structure more flexible, more flat with processes instead of departaments. As a solution of this problem new organisational structure based on rules of reengineering is proposed.(original abstract)
