Abstrakty

W artykule zaprezentowano analizę efektywności zarządzania długiem przez samorządy i kształtowania przez jednostki samorządu terytorialnego w Polsce struktur i procedur wspierających efektywne zarządzanie długiem. Zdefiniowano 12 standardów w trzech obszarach: wieloletniego planowania finansowego, metod organizacyjnych i narzędzi technicznych. Standardy dotyczą wizerunku jednostek samorządu terytorialnego jako wiarygodnego partnera na rynku kapitałowym, ich kompetencji i świadomości ryzyka uczestnictwa w tym rynku oraz minimalizacji ryzyka związanego z zaciąganiem długu. Omówiono środowisko regulacyjne zaciągania długu przez jednostki samorządu terytorialnego i relacje między zdefiniowanymi standardami efektywnego zarządzania długiem. (abstrakt oryginalny)

The article presents an analysis of the effectiveness of debt management by self-governments and the formation by territorial self-government units in Poland of structures and procedures supporting effective debt management. Twelve standards have been defined in three areas: long-term financial planning, organisational methods and technical tools. The standards apply to the image of territorial self-government units as reliable partners on the capital market, their competencies and awareness of the risk of operating on this market, as well as the minimisation of risk related to drawing debt. The article also discusses the regulatory environment for territorial self-government units drawing debt and the relationships between the defined standards of effective debt management.
