Abstrakty

W artykule przedstawiono wpływ porozumień regionalnych na współpracę handlową wewnątrz ugrupowań regionalnych oraz w kontaktach ich członków z resztą świata. Zbadano, czy - zgodnie z postulatami teoretycznymi - handel wewnątrz ugrupowań regionalnych wypiera handel z państwami spoza ugrupowań. Przeprowadzoną analizę przedmiotową poprzedzono syntezą studiów nad genezą globalnej i regionalnej współpracy gospodarczej oraz nad prawnymi podstawami dyskryminacyjnej liberalizacji handlu.

After Uruguay Round of GATT the multilateral trade liberalization has been stopped. At the same time trade liberalization is continued in institutional framework of regional preferential trade agreements, which - similarly as GATT/WTO negotiations - are aimed at a.o. trade liberalization. However, in case of regional preferential trade agreements it is not a case of non-discriminatory, but of discriminatory liberalization. Regional agreements allow namely granting of trade preferences to the members of the agreement and discriminating (in form of lacking preferences) toward countries and international governmental organizations (IGO's) out of area. However, more frequent participation of countries and IGO’ s in regional agreements makes this type of trade liberalization an workable alternative for multilateral negotiations under auspices of WTO. We analyze influence of regional agreements on trade within the areas covered by regional agreements and in trade of member countries with the rest of the world. We check, whether - along with theoretical statements - trade within the regionally integrated areas is crowding out trade with the rest of the world. We supplement this analysis with considerations about global and regional economic cooperation and about legal base of economic cooperation and discriminatory trade liberalization.
