Role of Tourism in Local Development Strategy Case Studies of Selected Communes (gmina)

Przedstawiono studium przypadków dwóch wybranych gmin położonych w regionach o dużych walorach turystycznych, tj. gminy Wiązownica (podkarpackie) i gminy Chmielnik (świętokrzyskie).
Natural and cultural values of the Polish country make tourism an important functions in such areas. This follows the policy of multi-functional development of rural areas. Tourism brings a variety of economic and non- economic benefits to local communities and is, at the same time, this form of operation that is capable of breaking the barrier of internal demand: the barrier that greatly curbs the development of other forms of non-agricultural activity in rural areas. The potential for the development of tourism in the country is very high. More than 1,000 communes (gmina), which accounts for nearly every other commune in Poland, meet the criteria of rural leisure areas. Yet this potential is insufficiently managed. Early in the 1990s only about 10% of Polish communes found tourism to be a major factor of economic growth and development. An analysis of social and economic development strategy of communes, perceived as an important element of managing the commune, showed that tourism ranks differently among the strategic goals implemented: its development may be treated as a priority, as equal to other goals, and is sometimes present only as just a 'trace element' in the development strategy of the commune. Such differentiation is also present in communes whose natural and cultural conditions do not differ significantly, as can be seen in the presented study of the commune of Chmielnik and the commune of Wiązownica. In the communes particularly attractive for tourists, there is a need for the development of a separate tourism development strategy that would remain congruent with the general development strategy of the commune.
