Liberalization of International Financial Markets -Theory and Reality

Abstrakty
W poniższym opracowaniu próbujemy odpowiedzieć na pytanie, czy wydarzenia, jakie miały miejsce na rynkach finansowych po odejściu od systemu Bretton Woods utrzymującego kontrolę obrotów kapitałowych, potwierdzają argumenty teorii efektywnych rynków (TER) i płynące z niej wnioski przemawiające za liberalizacją międzynarodowych rynków finansowych i marginalizacją działań regulacyjnych. W przeciwnym razie należałoby raczej powrócić do koncepcji preferencji płynności J. Keynesa (PPP), lepiej tłumaczącej chaotyczne, coraz mniej przewidywalne zachowanie się międzynarodowych rynków finansowych w warunkach realnej gospodarki globalnej pozbawianej uznanych powszechnie reguł i zasad regulacji. The paper is focused on the discussion of liberalization versus regulation of international markets. The author shows how one may interprets financial market activity and chooses a policy regarding either liberalization or regulation of financial markets depends on the underlying economic theory. In this respect are presented two major alternative theory: the neoclassical efficient market theory and liquidity preference theory. The first, suggests that liberalization is a desirable social objective, while the second - the need for understandable, publically known set of rules and regulation. The author argues that there is an important role for some degree of international financial flow regulation to stabilize a global economy.(original abstract)
